The excavator can't dig it up, fire can't burn it, and other biomes can't override it. It seems that there's no way to get rid of or re-terraform wetland. The problem is, this cut the river off from the main river, and that part of the map was entirely wetland meaning this orphaned piece of river had nothing but wetland and rock on two sides and the edge of the map (plus a tiny sliver of regular green ground) on the other two. At the end of my game, I noticed that two of the tiles in one of the rivers I made had become wetland tiles, connected to the adjacent wetland.
